The Times piece mentions that the question was raised when George Romney, who was born in Mexico, ran in 1968. And it was dismissed, because his parents were citizens of the U.S. and the child of U.S. citizens is also a citizen, irrespective of where said child is born.
I find the whole argument bizarre, just because wasn't the Panama Canal Zone, at the time of his birth, considered U.S. territory anyway? I wasn't aware the Constitution stated you had to be born in the Continental U.S. to be President. There goes a Guamese kid's dreams!
