It's true; just got an official letter tonight. Neighbors will cease (not too sad about that, I must say) on July 27; at around the same time, the Image section will merge with Arts & Entertainment. I'm sure these are money saving devices, and there have long been rumors that Nabes was done for, but cutting Image must be a recent decision: The paper did indeed hire a new editor for that section just a wee whilie ago.
Not sure how much you can cut of this paper and still have a product, but looks like we're gonna find out.
