Len Deighton published an alternative history, titled "SS GB," I believe, somewhat along these lines about 30 years ago. Then there is Sinclair Lewis' warning of fascism, "It Can't Happen Here," from the 1930s, but from the description of "If Hitler Comes" Lewis' novel sounds far afield from it.
