I had a subscription when I was a review editor. I don't recall the reviews being predominantly negative. It provided another bit of information to factor into the decision as to whether to review a given book.
When I used to hold forth as a book-review editor, back in a previous millennium, the saying was that PW never saw a book it didn't like, but Kirkus quite often did. Or words to that effect. The saying wasn't true, except, well, it was sorta true about PW.
