This does not exactly surprise. Many years ago, I was a character witness a neighbor who was a heroin addict. He had really trying be clean and had been for a while. But then he met this guy with some junk who made him an offer he couldn't refuse. The guy turned out to be are dermal agent. I don't the idea of my government proposing a crime to anyone. Criminals are perfectly of coming with crimes on their own. Law enforcement is not about convictions, actually. It is about honoring the law. You are not qualified to enforce if you do not take care to observe it. My neighbor got a suspended sentence.
