I think one reason is that it doesn't seem to me to be a genuine "World" book day -- seems more like a UK book day from their web site and all their PR.
But, that having been said, your eagle eye didn't miss it, Frank, as you posted the other day (http://booksinq.blogspot.com/2006/03/this-is-nice.html) about the adult literacy scheme: this was part of the World book day this year. So you beat me to it (slow going for my blogging this week owning to having to be "on the road" off wireless/internet quite a bit.)
