  1. Re when figuratively became literally: It reminds me of when people misuse the expression "beg the question". It basically means to ignore the question by giving an answer to a different question. Now, it's used (most noticeably by television "news persons") to mean to prompt a question.

  2. Specifically, it is a translation of petitio principii and it means that your conclusion is nothing more than a restatement of your premises.
