England has only one independent university?

    i was told that one university (Warwick, i think) generates about 60% of their income themselves - the rest is from the Government. The other universities i think are 100% reliant on the G - so if the G says "you have to take 5 times as many students, most of whom won't have any interest in or aptitude for study, and you don't get any more funding" they have to accept - it's either that or collapse.

    Increasingly, since the 80s the Government has tried to control the 'professions' (teaching, medicine, police, etc.) with obvious & vast detrimental effect.

    At my alma mater in the UK there was considerable tension between the teachers in each dept and the actual admin centre, who were basically just lackeys of the Government.
