It is tempting to conclude that we live in a world governed by politicians too dumb or too careless to know what they’re reading from their notecards or their teleprompter.

Not only tempting, but persuasive.  Eisenhower and Reagan were both hands-on when it came to the speeches they delivered. Both could write. Eisenhower himself coined the phrase "military-industrial complex."
