This phrase of Nordhaus's I find troubling: "The most efficient strategy for slowing or preventing climate change ..."
What can this possibly mean? Climate is process, not stasis. To suggest that we slow or prevent it from changing is propose that we somehow keep it from being climate. Which seems to me to be arrant nonsense.
